希臘債務違約危機已到最後關頭，但40歲的總理齊普拉斯態度依然強硬，6月29日晚間他發表全國電視談話，呼籲希臘民眾對7月5日的紓困方案公投投下反對票，並強烈暗示如果公投通過，他將辭職下台。

不信會被踢出歐元區

齊普拉斯說，他不相信國際債權方想要希臘退出歐元區，因為代價太巨大，「我要求諸位全心全力反對公投過關…讓贊成與反對的差距達到最大」，如此一來，希臘才能把更有力的武器帶上談判桌。

但齊普拉斯也表示，如果公投通過，他會尊重這個結果，「如果希臘人民願意接受撙節計畫…讓人民抬不起頭來，讓年輕人大批外移，那我們也將尊重，但撙節計畫不會由他的政府實施」。

齊普拉斯說，「如果希臘人民要一個灰頭土臉的總理，這種人外頭多的是，但不會是我」。

下一代要有尊嚴過活

當晚上萬民眾聚集在首都希臘國會廣場，表達拒絕新撙節方案的立場，有人高舉橫福標語布條，上面寫著：「我們的生活不歸債權人管」。1名50歲男子說，「希臘人已經犧牲很多，我關心的不是是否留在歐元區，而是確保下一代能夠有尊嚴的過活」。

希臘已歷經5年經濟衰退，也忍受5年的撙節措施，但情況毫無改善，因此標榜抗拒撙節措施的齊普拉斯迄今仍享有高人氣。但民調也顯示，多數希臘人仍想要留在歐元區，不少民眾6月30日上街表達支持公投的立場。

歐盟執委會主席容克說，公投如果不過，就表示希臘對歐洲說「不」；並提醒希臘人，「不要因為害怕死亡就選擇自殺」。德國總理梅克爾則表示，她準備在7月5日的公投後，與希臘政府重啟紓困談判。

財長：被迫脫歐就提告

另據英國《每日電訊報》報導，希臘若未能達成新的債務紓困方案，可能透過法律行動，以避免被逐出歐元區。報導引述希臘財長瓦魯法奇斯的談話說，「我方正諮詢意見，且當然考慮向歐洲法院申請禁制令，歐盟條約沒有讓成員脫離歐元區的條款，我們也拒絕接受。我國的會員資格沒得商量」。

國際信評機構「標準普爾」29日宣布再調降希臘主權債信評級，從垃圾級別的「CCC」再降一級至「CCC-」。標普表示，希臘未來6個月可能出現商業違約，退出歐元區的機率50％。
